Japanese fishing net on 4191 kHz

Every now and then I stumble upon this Japanese net, in CW, always on 4191 kHz (zero beat frequency). The c/s are usually the same, JQMY, JHQY, JHWF, JINZ, JIQA etc. There is little traffic, and it is full of japanese characters, I presume. I am still to take the time and patience to translate all CW special characters into "kana" codes, and then into English or Portuguese.

Chilean 5LG
Last night I was surfing the 5 MHz segment, when I heard a station sending 5 letter groups, in Spanish, USB, at 5155 kHz. I thought it was a Number Station, but this time there was another station acknowledging the transmissions.
The station PN (Papa November) was reading out the groups, and San Pedro Radio-CBS (Chilean Coastal Station) was confirming reception, or asking for repeats. This went on for about 30 minutes, with ocasional log-ins by Magellanes Radio-CBM (also Chilean Coastal Station).

Packet Radio communications have been logged recently by me on 9122 and 9182 kHz.
Other QRGs logged in the past: 8402, 18247, 16334 kHz. Most traffic is encrypted.
Shifts used: 200/300, bauds: 200/300
Main units use Harris transceivers, and 1KW output. Other units use Motorola MICOM-2 and
125 Watts.
Although Brazilian Armed Forces moved most of its comms to sattelite, and there is a plan of
integrating all Forces into only one big net, there is still some good stuff to be monitored on HF:
The Navy is using USB/ALE and Pactor/Sitor-B, Air Force is still being heard on some occasions
on USB/ALE, the Army still have a few links using HF Packet.

The Navy is using USB/ALE and Pactor/Sitor-B, Air Force is still being heard on some occasions
on USB/ALE, the Army still have a few links using HF Packet.
